Yes.
I sent it back and he is going to replace it.

Just an update, I had gotten a complete DA disc setup and began installing it. I just got the fronts on but, they stop the car a lot better.
I still have yet to do the rear discs and bigger master cylinder.

I went all out and had the bearings, balljoints, rotors, Hawk pads, and ARP wheel studs replaced. I was able to reuse my ED Stainless brake lines.

I got the DA knuckles, calipers, master cylinder, brake booster, 4040 proportioning valve, rear trailing arms with calipers and ebrake cables for 400 shipped from a member on HT.
I bought new balljoints, wheel bearings, Hawk pads, and ARP wheel studs. I also had paid the machine shop to press the bearings and balljoints.
I also have had a wheel alignment done.

I received my replacement turbo from Blaast. It is a T3/T04B .60/.70 H trim. He did not charge me to swap the turbo, so I am very satisfied with the overall transaction.
I am in the process of bracing my top mount manifold and I will see Chris on 30th to get retuned with the bigger turbine.
