It is the outlet.
If you wanted the best flow across the core the tanks would never fit in the car, tank design is a bit of a compromise, making convex top and bottom plates would actually increase the volume not decrease it like you say, and it wouldn't increase velocity or better ------ flow across the tank. The reason the tanks are designed the way they are is to help keep air speed maintained when the throttle is chopped for shifting, more traditional designs have a lot of turbulence and poor flow ------ across the core, air doesn't like hitting walls and it doesn't like to make sharp 90* turns. Just because a tank is under pressure does not mean the pressure is even across it, and in this case, and more importantly, the same goes for cfm. I'm sure you know all that I just thought I'd explain it for everyone else.
