the cement dose destort the block that is why it must be remachined to bring it back in to squaer.

I would do it that way to....if you fill the block with cement...and resleeved it..remember there is a cilinder layer of aluminum around the sleeves inbetween the sleeves and the cement...and he has to sleeve it cause he decked the block.
