The technology is designed to help large turbo for an engine spool up quicker, then the vains open up to allow it to flow more exhaust after there s boost. Lots of big trucks use them to help produce more usable power on big diesel engines.
Think of it as changing the A/R of the exhaust housing from small to large.
I think yours is missing the actuator. I would try the choke cable idea. you'll be able to adjust when the boost comes on, quickly, or slower.

sounds really good
but first i must find out which position is for low boost and more important
whats the max boost on which rpm the turbo deliver´s
ive read something that the VNT turbos doesent need a wastegate?
the main question is still there
i simply cant find out from which car the turbo is exactly

You will need a waste gate most likely.
I'm running a VGT turbo also and I'm going to use a threaded rod to make it adjustable so I can set it where the turbo feels the best. The position where the flappers are almost closed is for lower rpms. It causes the velocity of the gas hitting the turbines to increase and when the vanes open it causes the gas to slow down as it has a wider opening to rush through. Think of it as putting your thumb over a hose to spin a pinwheel.
To me it almost looks like a Garret VNT turbo off of a mercedes.
