If you look right in the middle of that diagram you will see a nut on the tensionar pulley, thats the lock nut. Try to see if it will adjust with that. In the service manual it states something about how you shouldnt need to touch it, but it will adjust if needed.
The belt should be pretty decently tight with that auto tensionar, you should be able to turn the belt 90 degrees and start to feel resistance.
Also if your just getting fed up with the auto tensionar, the f22 manual tensionar setup will work on the h22 just fine. I have heard of lots of guys switching over.
