You really do need to pull the pan off to drill it. I used to use jbweld/quick steel and other types of epoxy on fittings into my pans, but over time they all cracked and leaked. Weld a return on there...you'll thank me later when you don't have to fix a leak every month. I've done mine with a flux-core even...if your welder can weld thin gauge exhaust pipe, he can weld a return onto your pan. Stacking dimes around the return works very well and keeps the heat down on a thinner pan. If you still don't trust it after that, then smear some jb-weld around it.
