if one of my friends brought that car to me and said fix it this is what i would do:
1) take out the fuel pump cutoff switch since it dosent work
2) check for spark and that the fuel pump is running
3) check for a bad fuel injector or a bad connection on the injector clip
4) make sure all smc wires have good contact (soldered) and are in the right pace
5) install a stock fuel pump from autozone (you can always return it)
6) unwire the smc and put the stock injectors back in
7) check your fuel pressure
between every step i wold try to start it and see what happens, worst case you can drive it to your house with turbo and with a totally stock fuel system. just dont give it more than 20% throttle or get into boost.
check the injectors, that was the prob on my friends turbo civic a while back... man that was a pain in the *** to diagnose.

Im pretty positive its the pump giving too much fuel pressure. Gonna go rewire injectors and smc though for the hell of it. I dont think its the injectors because this happened before they were installed.

Ok well got a stock fuel pump and threw it in. Started up at -47. Idled for abit 1,500 seemed fine. Then I tried again a little bit later and the idle is bogging and running at 200rpm. Pulled the plugs and theyre covered in fuel. Ran the car at -59% with new plugs and its covered in fuel. This is starting to make me sick.

when you rewired the smc to the ecu harnesses did you cross refrence the wire colors for map, tps, rpm, etc? i'm sure it's the same as the safc wiring and many people hit the wrong wires when they hook it up. another stupid question...did you clip the map wire between where the map in and map out? if you didn't it won't do anything with the corrections.
when i installed my safc the diagram apexi had on their site was very hard to read as to which wires. i finally cross referenced with my shop manual to make sure i knew the exact wires.

try it stock injectors and no smc, if that works then your smc is fucked
also check all your grounds that is sometimes a cause of random problems happening (although yours is the same thing every time)
you really should have fixed that problem before the turbo setup, its like in the zex install guide it says... nitrous will not fix any problems! i think the same goes for turbos, hah
so how often did this crappy idle/no start problem happen before the turbo?
