This is my guesstimate for everything/most everything

used turbo with little or no shaft play prob a 14b (dsm), maybe t-25?? or t3?? $150ish
dsm 450's $60
johnnyracer intercooler $155
Oil lines ebay $70
ic piping $100
bov (dsm, other used, or cheap ebay) $50
hf manifold $100
p28 chipped $175
obd2-1 conversion harness $75
Downpipe custom..... for 97 civic ex (d16y $125 I really have no idea on this one, any guesses guys?
manual boost controller $25
boost gauge + a/f guage $100
Dyno tuned (by tuner, not me) with uber on chipped ecu $200-300 (if ecu already has a basemap?) tuned to about 10 psi or 200 whp
random fittings and misc. $50

about $1535
I forget something major? All this sound resonable for prices and for about 10 psi and/or 200whp? any input would be great.

thanks guys, I look forward to this being a possibility and at least learning as much as I can along the way

About right, but go with the t3. more option for upgrades

Man you could buy a fluxcore welder an do it yourself for about this price.

I try to be on the higher side when estimating, becuase If i look at the cheapest way for each item, and plan on a $700 complete out the door and start buying ---- and then it adds up to be more, then it would suck to be stranded without enough $$ to finish it off.

So what do you think for a custom dp by a shop?
hf manifold what you think? (with adapter for turbo included)
most importantly I want to find an approriate turbo, and one that is in good shape, as well as a good tune.

with uberdata and a basemap going in, how much you think it would be to get a GOOD tune?

Your prices are pretty close, It costs whatever it costs man. Just shop around. A kit can be anywhere from 400 dollars using a used turbo and hf manifold to over 3000 dollars using a ball bearing turbo and equal length manifold. It's entire up to you and how good you can score deals. Some exhaust shops might charge 40 bucks for a downpipe, some might charge 150. It just really depends on to many things. But your parts list looks fine, just start collecting your parts.

As far as the engine management side. Just buy the 135 dollars Chipped ECU from xenocron, it comes with a Basemap so you should be good to go. If you want to get it tuned later on you will need to find a tuner in your area or buy a chip burner/wideband and learn how to do it yourself.

Just keep doing research.
