m43 garrett should i run restrictor for oil feed line

Not that I'm aware of. I think any larger than .82 and you'll be looking at a T4 housing. Sure there are T3 flanged turbine housings that are way larger than .82 a/r, but they sure don't accept the T31 turbine.
