Someone mentioned to me today about fuel regulators and a fuel cut off, are these necessary?

 

what do you mean?

a fuel regulator is neccasry in any fuel system, with or without turbo.

fuel cutoff? are you talking about what the ecu does at higher rpms? you dont have to have that, spark cut off is much safer.
