My used Tial looks exactly like that. It was used for 1500 miles... I'd assume its fine
I believe it'll push up properly when you clamp it all down. It has to fight against the Valve which is being forced down by the wg springs.

When I first got my wastegate I was worried about the same thing. When the wastegate isn't on the manifold the spring is completely extended. The valve seal/fire ring needs to be compressed for an airtight seal and to compress the spring slightly.
