Hello, Yes we had a few local guys this summer who did the same project of boosting the 3.8 and they all went with different models of turbos. The one that gave the best results was a T31/T04E, (stage3 turbine) with the 60 trim comp wheel, it's the biggest one, which is actually the same size as the GT3076R wheel. (larger wheel can be custom fitted in the t04e)
Turbine A/R was 0.63 a/r and he's now running 0.82 a/r, laggier but squeezes out more hp on the top end.

im not to worried about lag because i would like to still be able to get like 30mpg on the highway
so i don't want boost below 2k plus i figure that a little lag would help it hook up from a dig

Yes, you can do it but it starts to make sense especially with larger compressors such as 60-1 and gt3582.

you can very well bore out a T31 housing for a T4 P trim wheel, which is much like a stage 5 but the other T4 wheels are also interresting such as the N and O trim, because they give better low end response than a regular stage 3 wheel.
the T31 turbine heat shroud also needs replacement by a T4 one when doing so.
