Just because it clicks doesn't mean it's functioning properly.

One common problem on main relays are that the solder on the connections crack.
Take it out, open it and resolder on the back side of the board.
Do a google search for honda main relay fix and you will find write-ups with pics.
btw... the cracks are so small they're barely visible.
