14b turbo
It should be closed if it's off the car or the car isn't running. You need to adjust it so it's closed or else you won't make any boost. The actuator line can be ran to the compressor outlet or in a T off something else like a BCS or MBC.
To adjust that so the flapper is closed you're going to have to either rotate the compressor housing more inline with the flapper arm, or possibly just rotate the actuator arm. Has the turbo been messed with? You'll need a set of snap ring pliers to get the compressor housing clamp off so you can rotate it though. Good thing the turbo is off the car lol.
I bought it rebuilt. so yes it has been tinkered with. Where is the compressor housing clamp? There is a clamp that holds the compressor/exhaust housings together, right in the center of the turbo. That has a bolt that tightens the clamp though. Yes it's off the car, well actually its bolted up just for now while i'm getting all my intercooler piping ran.
