would it be a better route to take the vaccum igntion table from the Stock_PR4.bin and start from there?

Depends on if your ignition map was tuned in conjuction with your fuel map.. if it was, then no, use it. If not, then sure, use a stock PR4.

No, igntion was never touched so i'm just going to start out brand new. Thank you for all the help.
