just about any OBD1 ECU, except for the P07 ECU
Any EPROM ECU from 88-91 that is MPFI
None of the OBD2 ECUs can just be 'chipped' as most people think about chipping...you can replace the processor and change the program in the processor though...not nearly as simple as OBD1 stuff

Well an 89 ecu is obd0 and a p28 is obd1 the circuit board layouts are differant and the code that they use is as well.
give me a sec let me dig up a few links for you.
this is from the pgmfi wiki it's a real good idea to just read this whole page a few times. and it also shows you the general idea of chipping an obd0 ecu.

Remember obd0 and obd1 use differant codes and differant hardware so obd1 software like Crome Uberdata and Netptune won't work..But you can buy an obd0 to obd1 conversion harness from -------------.
But obd0 has software of it's own like TurboEdit and Bre. Lots of people use obd0 to tune their cars. and for you it would be cheaper you wouldn't need a conversion harness and you wouldn't need another ecu.
