Default any ideas?

I was over at a friends house trying to get his setup working:

91 Hatch
D16Z6 swap (incl. harness/P28 ecu)
Custom turbo kit (mostly DSM stuff)
Chipped P28 for Uber
DSM 450's
Walbro 255

Ok, with the ECU plugged in, and NO chip (yes, no chip) in the ZIF socket, the car starts like a champ. Of course there's a CEL, my guess is b/c there's no map (i.e. chip) in the ECU. But why does it start up with a chipped P28, and no chip?

Then, with a chip in, turn the key, no CEL. But the dumb thing wont start with crap! I re-burned my map (using my tuned map with it scaled for 450's instead of 440s. I understand some stuff might be diff. with the tune, but not enough for it not to start) and tried that again. Nope. Wont work.

After trying to start the car numerous times with the chip in, we eventually got a CEL. Pulled that, and got a Code 9 (No. 1 cylinder position). Anyone have any ideas? It really confuses me that the car starts fine, and runs like a champ with NO chip in. I would think it shouldnt do that and should flood the crap out of it with those 450's.

You sure all the plugs are on the right sensors?

MAP/TPS...
