Integra no start...cylinders flooding

Default Integra no start...cylinders flooding

My girlfriend's integra refuses to start. Its a BONE STOCK (except intake) 94 LS with the b18a manual. We thought the fuel pump was going since she ran out of gas before and it was hard to start so I swapped in the pump i pulled from my civic when i put the walbro in. Still didnt start. So I checked all the fuses and they are all good. Then I checked the plugs...they are dripping wet with gas. I pulled the ECU fuse and cranked it quite a bit, put the plugs back in and it wouldnt fire. Pulled them again and again they are soaked and I can see there is a shitload of fluid on the tops of the pistons.
So I got new plugs and yep it has spark. Pulled the VC to check if it jumped timing, and its all spot on. I did a comp check on cyl 1 and it was the same as my b18a (my comp tester has a small hole in the hose...so the PSI numbers are not correct).

Anyone have any idea why its getting too much gas?
