11:50 a.m.: Kitsap County declared a state of emergency at 90 a.m. today, meaning that local resources are overwhelmed to deal with the problems, said Susan May, public information officer for the Kitsap County Department of Emergency Management. The declaration allows the county to hire equipment and personnel that would not normally be available under typical contracting rules.
In addition, Emergency Operations Centers have been opened in Poulsbo and Port Orchard. High tide is expected to peak at 120 p.m. today. Additional flooding in downtown Port Orchard is expected.
People should call 911 if they see that someone's life or safety is at risk, May said. Otherwise, they should make sure that any actions they take can be done safely.

Kitsap county has NEVER flooded like this before... I hate to imagine the conditions in Snohomish and Johnny-ville (not sure exactly where)
