Default d15b2 in 1991 civic relay problem

i have a friend who put a d15b2 in his 91 civic which originally came with a d15b1. it was a bare block and tranny and he swapped all the harnesses and sensors from the b1 to the b2. the main relay by the drivers foot is like vibrating when the engine is turned over. he got a new one and tried it but with the same results. the engine isn't sparking but fuel is being squirted. there is also a solid cet. any suggestions?

Make sure the cap is good.
Make sure the timing is right.
Make sure the cap screw didnt come out.
Make sure the ECU is plugged in.

see the thing is that the engine ran before with all the harnesses and parts (dist/sensors) on the b2, i'm not sure why it just wouldn't run on this one.
