Correct, you will need the ecu to give you proper fuel/spark maps. factory vtec location is just fine, I honestly wouldnt mess with it. But it is nice to play around with the fuel curves on vtec controllers.

What else will you need? honestly I dont know, everything sounds about right, you will need to remove the oil oriface jet off the face of the block so vtec will work properly. You should be able to use the stock timing belt, on D15's you use VX T-belts. The wiring should be pretty basic, I am sure someone on Honda-tech has done a write up on it.

Default Y8 vtec head on Y7

I am having a problem with my swap I put the vtec head on the y7 block but its not starting. It did one time and was boggy and then quit again. Do I have to have the vtec ecu and dist. for the engine to start and run at all?

yes you are going to need the correct ecu and dist for it to work correctly. other wise you are going to have the same problems you're having right now. i think now, that im just going to buy my buddy's Z6 outta his car and put it in mine and do some head work to the Z6 head i have laying in the closet at home. then put that on.

i have a y8 head on my y7 block. in my 96 hatch and can tell you what to do..i originally just installed the head and used a MSD RPM switch to activate Vtec..then i thought i could make it work better like factory. the distributator is the same either way for that year.i installed an EX ecu..the IAC valves are differant youl have to do some rewining and change intake manifolds.also there are some valves on the fuel tank that the DX doesnt have..cost big bucks to buy them, so youll get a CEL from that.and it made no real differance..so from experiance. install a Y8 head with manifold..use an Msd RPM switch to kick in vtec..the more expensive and proper way made no noticeable diff to me.
