Default problem: cooling down at high rpm

I have a civic hb with a zc swap. The car does not overheat but when I step on it the temp gauge cools way down almost to 150. Then when I start driving normal the temp does back up to about 200. I have tryed replacing the thermostat but did not help any. Also, when it is cold like this it will not rev over 7000 rpm with a pg7 ecu. It seems like it starts cooling down at about 4500rpm. Could this be the water pump?

Is it an aftermarket gauge? They don't work like factory gauges.

yes, it is an autometer gauge. the only thing that really conserns me is that it won't rev over 7000rpm and makes it slower
