hey guys what is this, something to do with water but i don't know for sure. do i need it or should i block it off.

Can we get a closer picture? That is where my intake manifold support is on my Civic. I can't see what you have circled

its your oil breather. it is piped into your intake (unpressureised). If you lewave it disconnected it will **** oil all over the motor (very slowly)
