Default Crx running lean. causing low rev limit

I have a 91 crx SI with a rebuilt b16 in it. It was running flawlesly for a 1000 miles. Then the clutch cable broke. I thought it might have been the shift fork so I pulled the tranny. Everything was good so I put it all back together. It souned like a wrx and would not rev past 5200 rpms when I mash the pedle to the ground. But when I fether the pedle it will go past it but very slowly. So I changed the plugs wires and got a brand new dizzy cap and rotor. I took it out and drove it and found out a fuel injector clip was unpluged and fixed it. It still has a revlimit problem, it falls on its face a 5200 rpms and wont go past it. I pulled the plugs they were all lean. I ordered a new chip from pheriable. net. still the same problem.I have also tried a couple differient ecu's. I am going to change out the fuel presser regulator ( the stock one ) for another know good stock one. I am also going to change the vacume line going to it. Last but not least I am NOT THROWING ANY CODE AND I HAVE NO LEAKS. Any advice on the problem would be appreciated. Thanks Jordan ( Everyone on Honda-tech thought it was a Vtec problem

I will check the block and head timing. I did a compression test, it came out at about 184 to 195 on all cylinders.
