Default Common Problem with motors?

I bought a motor from guy and now I have installed it in my car and now it won't run. I have everything I need to make it run but nothing happens. I was reading some posts about people putting in motors that sat around for about a year and not having any compression from it. Does this happen alot or what? I also read that you can pour a cap full of oil down in the cylinder and it will seal the rings so it will start. Is this a good idea or just a way to foul out my plugs?

take out your plugs before pouring in the oil and you wont foul the plugs with just a little oil

I have never seen it. I had a zc motor that sat in my garage for I think 4 years threw it in my crx. primed the pump 3 times and did half starts to get some oil in the motor. Drove for 2 years fine before I pulled it.
