I'd say check the starter first off. PCV might be clogged as well, happened to my buddy's car. Shot the PCV valve out eventually.

take the starter off and have it tested at your local parts store, my guess is that you have a bad ground so i would take them all off and clean them up and test with a multimeter.

thing is i asked them and all the parts store said is the tester says its good or bad? but i through power at the started off the car and it appeared to work but like we tlaked about it could be weak and i dont believe the part store can give a reading of how strong (strong enough) it is .. idk ...

are you sure the injectors are firing? pull the fule rail (with injectors still in it), have someone crank the car over(unplug your distributor beforehand), and you watch to make sure fuel is coming out of all four injectors. Have you checked the timing on it yet?

One make sure you have spark at all 4 cylinders not just one

starters can be weak and still turn. This is usually due to an eletrical issue. I fried one when I was setting up my push button. Used to thin of a guage of wire. It would turn but very slow eventually killing the starter

Some basics

you have fuel at all 4 cyliders
spark at all 4

It will run no matter what even with every code in the book.

I would go through the car clean all the grounds and especially pay attention to the starter ground. Ill beat that its rusted to pieces

Finally compression test you should see 150's+ on an old d15 with mucho mileage any lower its pretty beat

It depends on what they are using to test with, if its one of those handheld deals that you hook to the battery then yea ( plus you would have to drive the car up there which sort of defeats the purpose, lol.) the one i worked at (o'reilly) had a bench tester with a guage that said how many amps it was drawing and you had a book of charts that show what the max draw after a few seconds should be, like a bad one would draw 300+ amps and turn really slow or not at all.
