... swapped it back to the stock iacv and still does it... guess i'm gonna swap out the intake manifold. idle screw does not help at all

check for vacuum leaks.

did you do the 3->2 wire conversion?
check your fast idle thermo valve if you have one, it's most likely very loose.

first.

Unplug the IACV while it's running, does it still go up and down, if so, then the IACV is NOT TO BLAME
