OK I hooked up my 255lph to my heater switch for some sweet *** power control and on speed 2 it works perfect so I know the pump is too big, dont understand why but it is what it is. I dont know if I should rock a 190 or 150lph now.

If I were you I'd rig a WOT switch that actuates a relay bypassing your resistor deal. The FI Toyotas came like that from the factory for whatever reason, it's not an uncommon concept.
