OK I hooked up my 255lph to my heater switch for some sweet *** power control and on speed 2 it works perfect so I know the pump is too big, dont understand why but it is what it is. I dont know if I should rock a 190 or 150lph now.

cliffnotes: HR needs to know the flow rateing of a stock 91 civic si pump :1

People have made 300 whp off of CX pumps, a 91 Si should be the same. I've made 325 Mustang/375 Dynojet off of an ITR pump with fat wire ran to it, no big deal.

If I were you I'd rig a WOT switch that actuates a relay bypassing your resistor deal. The FI Toyotas came like that from the factory for whatever reason, it's not an uncommon concept.

the ford lightning setup I had for my f150 4x4 had two intank pumps and a resistor, the ecu would by pass the resistor when it needed more fuel
