EVO 8 used, find one with about 10k miles, for around 27-28k
you can have 330 ish awhp and a solid 12 second car for a couple grand
you will need:
a manual boost controler
replace all the charge pipes with 2.5"
full 3" turbo back exhaust, no cat converter
an aftermarket intake
a buschur racing maf kit
a buschur racing ecu flash
and for 30k you will have a car that will stomp a mud hole in an 06 STI or an E46 M3

Pretty much. :P Let me elaborate upon the evo8/9 downfalls...

1. Go ahead and add an mbc...it's pointless. The ecu reads an overboost and guess what...drops it back down to stock boost levels anyway.
2. Charge pipes will help, evo's have alot of rubber hoses on them that flex and stretch under boost.
3. A high-flowing exhaust will help, but I will elaborate on this towards the end. The downpipe is a killer on those, replace that asap.

5. Everything that needs to be done on those cars to make power cannot simply be bolted on and the boost turned up. The ecu's are very picky, and as my friend with her evo9 found out, the more bolt-ons you add to them, the more power you will lose. Yes, and ecu flash will get you back up and beyond the stock setup, but not just a simple reflash kit. Dyno time, dyno time, dyno time...only way to really get more power with all those things. Just the flash alone won't cut it, as each car and each part is different. Not to mention that with only 10k on the clock, you'll still have a warranty. Guess what happens when you have the ecu flashed? Voided warranty. ;) Oh, and mitsu doesn't warranty the clutches on them as well as my friend found out...less than 30k on her evo9 and the clutch blew apart. Factor in at least 40%+ for drivetrain loss due to the awd.

3.) keep car waxed and polished at all times
4.) max credit card out at pac sun
5.) go to chipotle, get a chicken burrito
6.) it's kind of cold, throw on your north face jacket
7.) go shop at express
8.) talk to dudes at express about your car; buy cute pink shirt
9.) take express clerk out for dinner and a movie
10.) Drink apple martinis with your express date; drive home; lose sight of the road trying to find kelly clarkson on your ipod, die driving into oncoming traffic for being a homo

The Evo's have a boost taper pill so it makes full boost, then tapers off a few psi. A manual boost controller can help stabilize peak boost pressure, but you can also remove the little pill and that'll make it hold peak psi.
You could easily spend $2k modding an evo, and be WELL into the 12's. A Jestr mail in flash is like $52, and on a stock EVO 8 its a guarenteed 20whp.
My boy was looking into gettin one, but didn't, but the Evo RS/GSR (non MR) tranny is only good to hold 450ish hp, and it doesn't like the clutch being dropped, but damn they're fast.
I need boost, I'm already addicted and I don't even have it yet. :1

let me elaborate for you, my post was not a cut and paste from a magazine, its the mods you need to do to an evo to make 320-330 ish hp and have a solid 12 second car that is still reliable for daily driving, and thats a fact, and a mbc does serve a purpose on an evo, to control boost from dropping back down from 19-20 psi down to 17 psi, with a mbc you can make it hold solid at 19-20 psi, you can say what you would like and think you know everything, but if these mods are done to an evo you will have a solid 12 second car thats fairly reliable, and if you only care about reliability and warrentys then why the hell would you buy an evo ??? also no doubt theres no replacement for dyno tuning on each specific set up, but i can assure if you have those bolt on mods and do a stage 2 buschur flash it will run solid.....that is all...
