Biggest $$ thing about getting them street legal is replacing the japglass with USDM safety glass. Most people never title them and run Dealer plates... or that's locally, anyway.
It's just like building a kit car from scratch... every place you go to wants to see different things, and when you go back two years later over your second build the person you talk to in the same building wants something completely different. Just start talking to your local DMV, be cool as hell, see what you can turn up.
