Well conserding the guy before couldnt get the title for the car the previuos owner sure has hell wasnt paying the dmv fees. I had this happen to me. I was late in sending in my non op on my civic cetain periods required so much. I sent in the a couple dollars less than needed. WEll 2 years later I get a bill for 250+ bucks in penalties. This is why cars like this are givin away has by the time you finish all the bullshit your in the hole pretty deep for a Shell. The state wants their money and if you become the new registered owner guess who is paying those fees, YOU.
