If you want the most stable microsoft os then go windows 2000 professional. If you need easy user interface ---- and better multimedia support grab xp. Either way your files will be transfered over, windows doesn't delete saved data when you upgrade your installation. The easiest way to find the cheapest price, without illegally downloading, is to get a friend of yours who is a student or pay some random student to buy a copy for you (unless you're lucky enough to know a microsoft employye then it is all about the employee store).

any upgrade of windows (aside from service packs) are junk.
d/l partition magic.
make a new partition and put all your MP3's, Pics, **** etc etc on that partition.
install a clean install of windows on the other partition
using the partition program, merge both into 1 partition and you're done.
