You need load to build sufficent/usuable boost. With no load you gotta rev REALLY high to build any boost, but its pointless your just going to spin your *** off.

a d16Z6 with an RHB52 will build 2 pound before 6 grand

An SRT4 will build 10psi before 6k.

if you want to boost in neutral, go in first gear and giv'r and then put it in neutral and keep revving to keep the boost up.
