Default Wastegate and turbo question

I have a T3 off of a 86 thunderbird and the wastegate is pretty rusty. Should I be able to move or slide it in and out by hand?

I'm a real retard too. On the turbo inlet housing i broke 2 bolts and they are stuck in there. I didnt think I would have to heat those bolts and since the first one was fine i figured the rest would be. So I'll have to drill and tap those

Either way there is a small amount of play in the turbo shaft and the previous owner said it squeeled under boost. Is there a place I can buy parts from to rebuild this turbo? Also how much would a new wastegate actuator cost or can I sandblast the old rod and clean it up.

take the housing off and have a machine shop drill and tap those. i have tried a few and they traveled into the housing.

also it eats bits up.
