Default Wastegate question

Will having the wastegate arm at a slight angle effect its ability to open properly? I have my turbo slightly clocked down, the arm reaches fine, if its not connected there is a 3/4 inch gap to the flange arm, it connects no problem, I just have to slightly bend it down. I am overboosting with it, It's going above 10psi and I only want 9.

i really dont think it should.. make sure its not blown
pull of the vacuum line and blow in it.. if u hear air coming out.. the acturator(sP) is blown
