Default Vacume at 20, 28 on non boosted engine.?

I have my gauges installed & thought I'd tee off my intake manifold to test the boost gauge out & it was reading 20-28
on the vacume side only. Is this normal?

This one has vacume, got it at jc witney & I tested the boost side with an air compressor @ 10p.s.i. & it's acurate. The vacume side isn't in psi s though, it's in ingh- whatever that means.

20 NORMAL 28 should be with load, like a/c lights radio etc.

I run anywhere from 16-20 at idle and it jumps to 24 on decel, it's normal, so long as it 'rises' to 0 at open throttle.
