You could heat the turbine with a propane torch. I got mine freed up that way (plus a hammer)
Do you hear scraping? I would not run it if you do. Could be something is misaligned.

alright little update guys. its still pretty tight. but spins smoothy. lucky i work with a guy thats a deisel mechanic for like 20 years. he has taken turbos apart many times. he's gonna take it apart for me tomorow and clean out the inside. we think its some of the gunk and crap that has been inside it that broke loose and got caught in the edges inside when i was hamering at it. but we'll see.

okay update guys.. today took it into the shop i work at.. and the blades on the compressor side is held on by a 12mm 12 point sockets i believe.. so i attatched that to the air gun.. and very very slowly pull the triger. like i'm slowly reving the thing. and it turned without making noises.. so i pulled the trigger all the way.. and after that it spun completely freely.
after that we took the whole turbo apart. and cleaned out all the gunk and everything. pull both housing off. pull the turbines out.. and cleaned everything. now its good as new.
