Default setting psi with boost controller

sup guys. ive just recently finished a minime swap on my 98hatch and want to go to turbo. my Q is if i have a 7psi internal wastegate turbo, and i only want to run 4-5 psi, how would i do that? would a boost controller help? ive read somewhere that you cant set the boost limit lower than the the turbo's internal wastegate. is this true? if so, would i need to find a turbo that has a smaller wastegate?

boost controllers can only raise boost you have to modify the wastegate the run lower.

IMO 7psi is nothing, just run that and don't bother lowering the boost

run 7psi first and before a month goes by, you're gonna be itchin to run 10psi. 7psi is a baby step
