Actually it is a little more complex than that, and no, you could not build one.
They provide a constant voltage to the pump, requardless of battery voltage or anything else.

and the boost-a-pump is a little more complex.. i had to swap out a few fuses and stuff

It's like an Amp, (well a good amp) That maintains at least 13.8 V to the rail. With a vac/boost controlled varible solinoied, to supply +- 6 Volts, Can't be all that hard.
Sweet setup !! Can't belive yah got the ***** to do it to a new car,
Something to keep in mind, OBD2 setups take snap shots of the motor if the CEL light comes on, and it'll say that it's reading X vac/psi at the intake, The dealer will know.
