...what the hell... ? It looks like that would only work if the gasses that went to the wastegate were able to bypass the turbine wheel somehow, which would not be possible on a turbo without an internal wastegate housing...
EDIT: I see now that the turbo housing in the picture IS internally wastegated, which confirms this. Your turbo needs to have an internal wastegate housing, even if the actuator arm is missing.
