Its not your vacuum source... your engine just doesn't have enough vacuum to hold the plunger. Cut the spring inside about 1/2" at a time until the valve is opening up in neutral then you'll be fine.

take a look at the blitz BOV's they dont come apart. its like one solid piece. its a ------ pain in the ***. there has got to be a way to disassemble it though
