i know people that have pushed as much as 340whp out of completely stock b16's, i know a guy in fl, that was pushing 320whp daily on his stock b16 with no problems

to answer your question, unless you're ok with the fact that it could blow at any time, i wouldn't run more than 14 psi WELL TUNED! i never really cared if it blew

It's all in the tuning. An engine will last quite a while longer if it's a good "safe" tune, than an aggressive tune. That is on a stock engine at least.
