It's intended to be zero with a properly sized drain. As long as oil drains out faster than it is pumped in there will be 0 psi in the return. This is because oil is noncompressable (volume of oil does not expand as pressure drops while entering the turbo). For a compressable gas like air your statement would be correct. some fraction of pressure would remain.

It's not so much a myth. Just depends on how much oil is in your pan and where your drain flange sits. I've learned drain diameter is more important than where your oil pan fitting is a long time ago.... It's so simple that it merits a facepalm.

if you ran a 5' hose straight up on the oil drain, yes oil would come out of it.
and yes, the oil seals in the turbo would fail in pretty short order.
