i have this problem where my car will randomly start making a winning noise when i give it enough gas to go into boost. The sound is coming from my engine bay and i am guessing more specfically from the turbo becuase when this sound happens i get no boost, the vacuum gauge will stay at 0 even at wot. If i do keep it at wot for 10 seconds or so the sound will eventually go away and boost will suddenly come in. I have a external tial 38 mm waste gate and a mbc if that helps any.

something with the BOV,WG,Charge pipes or turbo. hard to tell from your description. but it could be the BOV, check all these things out thoroughly, it doesn't sound like it's something that bad. maybe a charge pipe leaking.

 

check the nut holding the compressor wheel to the shaft on the turbo isnt loose, that sounds like what happened on mine

Wastegate hanging up or BOV partially open. I would lean toward the BOV.

dude thats happened to me so many times - i dont know how the nut on the compressor side of the turbo shaft comes loose but it does and somehow you don't boost when its loose - when mine loosens up it makes this retarded *** squealing noise that sounds like a coupler tearing a hole in it because of the boost. i would check that - how can those come loose anyways?
