Default fuel pump not getting power

on my friends freshly rebuilt b16, when he went to start it up, it wasnt getting any fuel. Upon closer inspection of fuses, main relay and stuff, it turns out the fuel pump was not getting power. The same thing happened to my gf's civic when it was put back to stock, the fuel pump was not getting power. any idea at what could be causing this?

theres a groound on the tranny, and a ground on the valve cover, those were put back exactly where they go. I checked the plug at the fuel pump and it has ground, but no power. we also swapped 3 main relays, so that wasnt the problem.
