the spring acts as a wastegate for you... holds it closed so boost can be created but opens depending on the tention when under boost... more tention = less opening = more boost, less tention = opens sooner = less boost...

Sounds like a bad actuator.The factory gauge actually isnt far off from the true boost level(about 1 lb off)Change the actuator or do the carb spring trick and see what happens.
