Default does a deltagate have a fire ring?

i bought a "new" deltagate from someone on here. But it doesnt have a fire ring? Is it supposed to.. every other wastegate ive seen has had one. The piston looks really small too, the outlet is 38mm but the piston diameter is probably half that. No wonder its a creep-o-netics.

Mine was rock solid, no creep or spiking. I just used a 38mm gasket from ebay.
