I used to have it hooked upto the same source and it used to work with the same type of boost controler. It's connected before the pcv valve so it sees vacume and boost.

 

I read it differently than you wrote it at first. I always have my PCV to a catch can...So you are using the nipple for the pcv off the intake as the source. When you turn the boost controller all the way down what happens when you blow through it?

 

when I turn it all the way toward the negative sign and blow on it I get more air comming out then when it's turned all the way toward the positive sign.
