I didn't see what turbo you are running, but is it boosting quickly to 1psi and then sitting there until redline, or is it only reaching 1psi at or near redline? It is leaking somewhere. If the turbo spins freely and doesn't have any play it should be ok. Try blocking off the wastegate if it is external. Use a steel plate bolted to it, pref with a gasket, and see if it still won't boost. If it still doesn't, you know the wg isn't the problem. Look at your bov and chargepipes. If it is an internal gate, maybe disconnecting the vacuum will allow you to test it? I'm not sure about that.

when it goes about 3000 rpm then it is at 1lb and stay there, when the vaccum is directly connected from the turbo to the wg, ....i also tried unpluggin all the vaccum hoses, same thing it is still at 1lb......i put all the vaccum hoses back ...then nit goes back up to 3 lbs......beside the leaking theory, could it be my turbo?

Is this an internal wastegate? Though with the boost controler this shouldn't be an issue, but might be something to look at... Check out the wastegate actuator braket and arm and make sure it is not bent. The actuator could be leaking also. I had one that went bad on me once.

I dont mean to steal the thread but im having the same problem as well. Ive checked everything. Hey tranceminister didi the actuator swap work out. Cause all i hold is three as well then from 4k it start fluctuating like a springboard. Sorry for asking another question and not answering one.

Well when I found out mine was bad I swapped it for an external gate... so in that case yeah it did work. But, you can find internal actuators at a decent price on ebay or go junkyard hunting. I'd say it's worth a shot.
